FastWeb does have alot of scholarships. My son is a Freshman at University of South Florida (Go Bulls). I had him plow through the scholarships and apply, apply, apply. It became so discouraging because:
a. He is not a minority. That eliminates him.
b. His academics are good but not a 4.0. That eliminates him.
c. His heritage is all kinds (he is a mixed bag of ethnic groups).
d. He applied to all of the organizations we belong to, i.e., insurance, business groups, military (his father is retired). and because of a., b., c. he was eliminated.

So that is untrue that there are scholarships that are never awarded. Well I should say true because their requirements are so limiting.

The one he did qualify for was Bright Futures (we are Florida residents). That has been a blessing. His dorm, books and food plan are not covered and that amounts to about $5000.00 a semester. Scholarships would be nice if he could just qualify for one. Good Luck to anyone who falls the same category as he does.

You are not alone with your frustration in applying for scholarships through the national search engines. They tend to get more press than they deserve. For third party scholarships you'll have a better chance the more "local" or "specific to you" the opportunity.

The bulk of the grant/scholarship money comes from the government and colleges. This is distributed based on need and merit. Take the time to pursue the need-based aid, there's virtually no risk and you may be surprised on what you receive. For students already in college, it is worthwhile to check within a department or major for merit awards. For students that are just applying you can figure out your chances in advance based on how you measure up against the rest of their applicant pool.

The College of the Holy Cross in Worcester Massachusetts does not require SAT or ACT to be sent with admission applications.
