The blank plan in my home state (CA) does not give me a tax deduction, unlike other states provide there residents. I understand you can join any state sponsored plan but they always warn you that you should consider your home state beacause of the ladder. Any recomendations.

The tax deductibility of your 529 plan contributions depends on the state in which you reside. If you live somewhere with a state income tax, then your contributions might be deductible on your state return. I'm in Washington, so we do not have that available to us, either -- but I'm very happy to not be paying state income tax!
