PROBLEM SWITCHING FROM GAS TO DINING CARD!

ANYONE ELSE HAVING A PROBLEM SWITCHING FROM GAS TO DINING CARD? MY MOTHER WAS SWITCHED FROM THE CITI PLATNIUM TO THE BOA GAS CARD. I CURRENTLY HAVE THE DINING CARD WITH BOA. SHE TRIED CALLING BOA TO SWITCH THE CARD AND THEY TRANSFER HER TO UPROMISE. THEY TOLD US THAT THEY ONLY OVERSEE THE CHARGES. ALL ALLOCATIONS ARE HANDLED BY UPROMISE.
UPROMISE STATES TO CALL BOA. WE EVEN SPOKE WITH A MANAGER AT BOA AND UPROMISE WITHOUT ANY LUCK. UPROMISE IS SUPPOSE TO FIND OUT WHAT THE PROBLEM IS. THEY CALLED HER BACK BUT SAID THEY HAD THE WRONG PERSON AT BOA AND WOULD HAVE TO CALL HER AGAIN. THIS NEVER HAPPENED.
ANYONE ELSE HAVE A CLUE HOW TO RESOLVE THIS.
